Clothing - Fashion Importers, Mexico Import Companies

We want to start a business in Monterrey, Mexico, selling party and wedding dresses imported from Turkey. We just came back from Istanbul and believe it will be a good business. We first need to know more about import taxes, quantity restrictions, quality control, delivery times, etc. I will be thankful if you can give me some guidance and hopefully we could be in business soon.
